Gouverneur is the Gateway to St. Lawrence County. And it is the only town of that name in the entire United States, but that's not the only thing that makes Gouverneur very special. This historic community was founded in 1805 and is nestled between the foothills of the majestic Adirondack Mountains and the bustling Thousand Islands of the St. Lawrence River.

A day trip of an hour and a half will bring you to Lake Placid, home of the 1980 Winter Olympics. Just an hour and half north is Ottawa, the cultural and political capital of Canada. The nearby Adirondack Mountains offer high peaks and forested meadows, crisp mountain lakes, hiking trails, downhill skiing, and snowmobiling trails.

2027 PRELIMINARY BUDGET PUBLIC HEARING

Pursuant to Section 108 of Town Law:
NOTICE IS HEREBY GIVEN the Preliminary Town of Gouverneur 2026 budget for the fiscal year beginning January 1 2026, has been completed and filed in Town of Gouverneur’s Town Clerk’s office located at 1227 USH 11, Gouverneur, NY. It is available for inspection by any person during regular hours.
FURTHER NOTICE IS HEREBY GIVEN that the Town Board will meet and review the budget and hold a public hearing thereon, at the Town Office Building on Wednesday, November 4th, 2026 at 5:30 p.m. and that at such hearing any person may be heard.
The proposed salaries of Town Officials are hereby specified as follows:

Supervisor- $13,491.00

Councilmembers- $4,260.00

Highway Superintendent- $75,218.00

Town Clerk- $40,846.00
Special Districts will be heard:
East Side Water District- 5:35 pm
West Side Water District- 5:45 pm
Sewer District- 5:55 pm
Fire District- 6:05 pm
Entire 2027 budget- 6:15 pm

Housing Rehabilitation Assistance
The Town of Gouverneur's Housing Rehabilitation Program has received funding through HUD Small Cities Community Development Block Grant (CDBG) dollars, administered through the NYS Office of Community Renewal to provide assistance to homeowners for rehabilitation activities necessary to help alleviate substandard conditions in their homes.
Only properties that are determined to be substandard are eligible to be assisted under this program. This handbook will explain the Town’s rehabilitation program and how it works. It is meant to be a guide to the program, not a definitive presentation of the program’s policies.
We have been awarded a 4th grant in the amount of $400,000.
